I am using a proxy server and Windows based server with ICS and uses 2 lan card, one connects to the modem router and the other one connected to a switch which supports 20 computers and the IP of the server is 192.168.0.1 and the IP of the client computers are from 192.168.0.101 to 192.168.0.200,the client computers connect thru a proxy (192.168.0.1), how can i limit the download trasfer rate of each (20) computers to only 10000 bytes/sec. Does that mean that I have to make a rule for each and every (20) computers?

Yes, in this case you should create twenty rules (a rule per computer). Your rules might be as follows:

Rule
Protocol: TCP/UDP
Direction: Both
Rate: 10 kb/sec
Source: 192.168.0.101 (for example, a workstation IP)
Destination: local host : proxy port
Interface: One connected to the LAN (not to modem!)

Rule
Protocol: TCP/UDP
Direction: Both
Rate: 10 kb/sec
Source: 192.168.0.102 (for example, a workstation IP)
Destination: local host : proxy port
Interface: One connected to the LAN (not to modem!)

and so on. So we can throttle users who accesses the Internet through the proxy server.
