Are you sure you are using Windows 2008 SP1? According to the Microsoft's web-site, there has been no service pack released for Windows 2008 yet.
Besides this, please make sure you have allowed the BWM installation package to install the driver. There is a pop-up window that asks you to permit the driver's installation. If you refuse to install the driver, BWM will not work.

Service couldn't start on Win 8.1 10 March 2015, 06:47 |
Finished installing the SoftPerfect Bandwidth Manager 2.9.10 on Windows 8.1, and the service bwmsvc.exe doesn't start, additionally in bwmsvc.log I found following message: "Unable to start service (Could not initialize the driver. Please reboot the system or reinstall the program.)"
The problem still exists even after reboot. I need help?

Usually that happens when the driver did not install correctly. Please try removing the driver if it's listed under the network connection, and refer to the attached screen shots on how to install the driver manually. After that start the Bandwidth Manager service manually.
