Can I use PrintInspector with command line to install, to configure, to audit, to save reports from remote computer??

No, however you can manage it from a remote computer using the same GUI. In this case you install the monitoring service on the print server, and the management console on another computer.

Then you just enter the server's name to connect to the monitoring service from the other computer and manage it the same way as if you were sitting in front of the print server.

Sometimes you can get the answer faster if you try the forum search and/or have a look at the software user manual to see if your question has already been answered.
