In your case, you can setup the bandwidth manager service on those computers that require to shape their bandwidth. You can install the bandwidth manager GUI on your own PC (Comp1?) and manage other PC's bandwidth through the network on the computers with installed bandwidth manager service.

I have the service set up on computer2 wich according to what i've read is the only thing i have to do on that comp. I have the service + GUI installed on computer2 and i have the same rules as the examples say i should have if i am using a router but i have changed them so they should apply to my network.

Thanks, now please open a command prompt on the computer 2, then run the command "ipconfig /all" (without the quotes). Post its output here.

Try to make your first rule a bit different:

Rule #1: Protocol: TCP/UDP, Source: Range 192.168.1.0 - 192.168.1.253, Destination: Range 192.168.1.0 - 192.168.1.253, Unlimited.

Changes are marked in bold.
