As I understand, you have the Server with Windows XP having two network connections: to the LAN and to the ADSL modem. In this case if the SoftPerfect Bandwidth Manager is on the server, your rules could be as follows:

Rule #1 (limited UL/DL):
Protocol: TCP/UDP
Direction: Both
Rate: X bytes/sec
Source: 192.168.0.2
Destination: Any IP address.
Interface: LAN

Rule #2 (Unlimited UL/DL):
Protocol: TCP/UDP
Direction: Both
Rate: Unlimited
Source: 192.168.0.3
Destination: Any IP address.
Interface: LAN

Rule #3 (multiple) Limited UL/Unlimited DL:
Protocol: TCP/UDP
Direction: In
Rate: X bytes/sec
Source: 192.168.0.4 (5,6,7,9,10)
Destination: Any IP address.
Interface: LAN

Rule #4 Limited UL/DL:
Protocol: TCP/UDP
Direction: Both
Rate: X bytes/sec
Source: 192.168.0.8
Destination: Any IP address.
Interface: LAN

You should create a few rules like Rule #3: a rule per computer.

Try to disable automatic reboot at System Properties - Startup and Recovery - System Failure - Automatically Reboot.
